The year 2025 closed amid a global landscape still facing profound economic, geopolitical, and energy-related volatility. Prolonged conflicts in various regions, rising trade protectionism, oil price fluctuations, and the pressures of energy transition are reshaping the global energy industry. Domestically, the need to ensure national energy security, stabilize the market, and fulfill sustainable development commitments is placing increasingly demanding requirements on enterprises.

In this context, Petrolimex has remained steadfast in the Group's mission as a state-owned enterprise playing a core role in ensuring the supply of petroleum products for the economy. We clearly understand that sustainable development is not only an inevitable trend, but also a strategic requirement for businesses to enhance their adaptability, create long-term value, and make practical contributions to the country.

In 2025, along with positive results in production and business activities, Petrolimex continued to comprehensively implement green transformation programs throughout the system, such as promoting investment in modernization of jetty and terminal infrastructure and petrol stations in a safe and environmentally friendly manner, expanding the application of rooftop solar power, gasoline vapor recovery systems, etc. Simultaneously, the Group has proactively accelerated the deployment of E10 bioethanol fuel, considering it one of the practical solutions to contribute to reducing emissions, diversifying energy sources, and promoting sustainable consumption. At the same time, the Group has actively researched new energy solutions, clean energy business models, and supply approaches aligned with evolving market trends. Leveraging the infrastructure, network, and management expertise, Petrolimex is aiming to gradually expand the growth potential based on a modern and efficient energy platform.

A significant milestone in 2025 was the Group's implementation of a new brand identity system across the entire network. The new brand image inherits the traditional values that have been affirmed over more than seven decades of formation and development, while reflecting Petrolimex's spirit of innovation, modernity, and aspiration for integration in this new phase of development. This is not merely a change in appearance, but also a strong commitment to service quality, governance efficiency, and responsibility toward customers and the community.

In parallel with the green transition, the Group has advanced digital transformation and governance innovation. In 2025, Petrolimex continued to refinethe Group's modern governance model, streamline the organizational structure, enhance operational efficiency, and optimize resources across the system. The restructuring of the organization and the reorganization of the network of member units have laid a critical foundation for Petrolimex to enter a new stage of development with a more modern, agile, and efficient mindset.

We believe that sustainable development can only succeed when it is closely linked to people and communities. Therefore, Petrolimex always considers the employees as the Group's most valuable asset; focusing on building a safe, professional, and humane working environment; ensuring income, welfare, and development opportunities for the staff and employees. At the same time, the Group continues to allocate significant resources to social welfare activities, education, healthcare, community support, and disaster relief in many localities across the country.

Entering a new phase of development, Petrolimex has clearly defined three key directions: maintaining the Group's leading role in ensuring national energy security; enhancing governance capacity and competitiveness according to modern standards; and participating more deeply in the energy transition towards green, clean, and sustainable energy. We will continue to steadfastly pursue a path of innovation with roadmap, based on scientific principles, suitable to Vietnam's practical conditions and the company's capabilities.

The achievements of the past year are the culmination of the solidarity, responsibility, and persistent efforts of all Petrolimex employees; the valuable support of our shareholders, customers, and partners; and the leadership and guidance of the Party, the State, and relevant management agencies.
